Assert the chunk precedes another chunk type, ie. the other chunk type has not yet been parsed.
Parameters
- ctx: IDecodeContext
  The decode context.
- chunk: IPngChunk
  The chunk being checked.
- typeAfter: KnownChunkTypes
  The chunk type that type must precede.
Returns void
